You have a good point about PHP 5.3. Another option is install Wampserver 2.0h (the latest version is 2.0i). Wampserver 2.0h is available on the sourceforge page for Wampserver (http://sourceforge.net/projects/wampserver/files/WampServer%202/WampServ...).

Also, mod_rewrite is easily enabled through the Wampserver menu in the system tray.
