That's actually a very good question. I think a Wiki is incrementally better, if only because it has much better versioning.
I was thinking about this earlier today, and believe that a better documentation system is possible in Drupal itself, but it would require some serious design work. For example: Create a "How to" content type that's based around illustrated step-by-step instructions. Limit the size of each step to a certain (small!) number of characters, and require each step to be accompanied by an illustration. Require tags. And so forth.
I just started working on the "Drupal 7: Visual QuickStart Guide" book for Peachpit, and the level of formality in its structure is *astonishing*. Some of that discipline on the micro level would do well on Drupal.org; I think it could lead to greater discipline on the macro level.
