My main experience with Gloscon is the way they consistently spam the paid services forum with almost identical posts. There's a few companies that do this, but they're one of them.
NobleProg, as far as I can see, appears to be a generic IT company that happens to have some Drupal offerings because it's become popular. I'm based in London, but hadn't heard of them apart from seeing advertising for their courses on groups.drupal.org.
